REAL BC is a grassroots alliance of BC real estate professionals that was formed to advocate on behalf of real estate practitioners, consumers and the communities in which they live. Our members live, work and contribute to communities throughout BC. We intend to ensure that our collective voices are heard while we engage government on the significance and consequences of the public policy changes proposed in the months ahead.

Background/Purpose
REAL BC believes consumers are best protected and empowered by their ability to make independent and informed decisions and ultimately by retaining the right to work with the real estate professional of their choice and the freedom to contract.
The Real Estate Alliance of BC was formed to:
1) Protect both consumer interests & REALTORS® from government overregulation
2) Be a voice for our communities, clients and & REALTORS®.
3) Encourage and support community-based advocacy and awareness initiatives
4) Collectively influence public policy by educating and collaborating with government on all issues related to real estate.

Context
There are several concerns both current and proposed that will have a significant impact on the way residential real estate is purchased and sold in BC. These include:
– New rules for real estate licensees coming June 15, 2018
– Changes and expansion to the foreign buyer’s tax
– A new “speculation tax” on residential property.

Primary Concerns
• Implementation of the proposed “Speculation Tax” and the uncertainty created by the government’s announcement.
• The unintended consequences on the overall economy created by the implementation of the “Speculation Tax”
• The stated intent of Government to depress property values in an effort to create affordability.
• Implementation of the New Rules proposed by the Superintendent of Real Estate that will limit consumer choice.

What we are asking for….
• Limited dual agency be permitted with early consent by the consumer (choice) and enhanced licencing categories for Realtors (protection).
• Regulatory acceptance of the principles of designated agency as they apply within a brokerage or team.
• Acceptance by Government that REALTORS® can observe and respect the rules of confidentiality.
• Regulatory acknowledgement that consumers have long relied on a hybrid of relational and transactional agency, consideration be given to the effects of implied agency, recusal and the term of agency

REAL BC intends to expand the public consultation platform, to date the process adopted by Government has not engaged a full spectrum of consumers, and has resulted in regulations based on the responses of 169 members of the public.
